What is E.M.P.A.?
The National Producers Registry (E.M.P.A.) is the official database of the Hellenic Recycling Agency (E.O.AN.), in which all producers of packaging and other products are registered.
Registration in the Registry is mandatory for businesses that place products or packaging on the Greek market and is an essential requirement:
- for the lawful operation of the business, and
- for participation in public tenders.
E.M.P.A. serves as a monitoring and compliance tool for ensuring that producers meet the requirements of legislation relating to the alternative management of products and waste.
In addition to Greek businesses, foreign companies that sell their products in Greece through e-commerce are also subject to registration obligations. For these companies, Ecocentric can act as an Authorized Representative for recycling and producer responsibility matters.

Extended Producer Responsibility (EPR): Why It Matters
Environmental regulation in Europe is evolving fast, and requirements grow stricter every year. At the heart of this shift is Extended Producer Responsibility, or EPR for short. The principle is straightforward: producers are responsible for their products' entire life cycle, including recycling costs. In practice, though, it's rarely simple. Each country sets its own laws, deadlines, and reporting formats — creating a patchwork of obligations that's hard to navigate alone. This is where an Authorized Representative for EPR comes in. Acting on behalf of producers who aren't based in a given country, an AR ensures that all local EPR requirements are properly met.
What Is an EPR Authorized Representative?
An EPR Authorized Representative (AR) is appointed by a producer to handle specific legal duties under EPR rules. The AR acts as the official link between the producer and national compliance bodies — making sure legal requirements are met in every target market. ARs are already well established in the WEEE sector (Waste Electrical and Electronic Equipment), where producers appoint them to register, report, and manage compliance in EU countries where they have no physical presence. With new regulations now covering batteries and packaging, the AR's role is becoming even more important.
What Does an AR Actually Do?
Beyond registration, an AR serves as the main point of contact between producers and national authorities. Typical responsibilities include:

Process for Obtaining a Producer Registration Number (A.M.P.)

Registration with E.M.P.A.
The company creates an account in the E.O.AN. electronic registry, providing its basic business details, such as company name, Tax Identification Number, and business activity.

Agreement with a Producer Responsibility Organization
The producer enters into an agreement with the relevant Collective Alternative Management System (SSED) for the applicable waste streams.

Report Submission
Through the platform, the business declares the relevant SSED and reports the quantities of products placed on the market.

The SSED verifies the submitted information, and E.O.AN. approves the registration and assigns a Producer Registration Number (A.M.P.).

Registration Certificate
An E.M.P.A. Registration Certificate is issued, which is required for relevant commercial transactions and participation in public tenders.
