What is E.M.P.A.?

The National Producers Registry (E.M.P.A.) is the official database of the Hellenic Recycling Agency (E.O.AN.), in which all producers of packaging and other products are registered.

Registration in the Registry is mandatory for businesses that place products or packaging on the Greek market and is an essential requirement:

for the lawful operation of the business, and
for participation in public tenders.

E.M.P.A. serves as a monitoring and compliance tool for ensuring that producers meet the requirements of legislation relating to the alternative management of products and waste.

In addition to Greek businesses, foreign companies that sell their products in Greece through e-commerce are also subject to registration obligations. For these companies, Ecocentric can act as an Authorized Representative for recycling and producer responsibility matters.

Process for Obtaining a Producer Registration Number (A.M.P.)

Registration with E.M.P.A.

The company creates an account in the E.O.AN. electronic registry, providing its basic business details, such as company name, Tax Identification Number, and business activity.

Agreement with a Producer Responsibility Organization

The producer enters into an agreement with the relevant Collective Alternative Management System (SSED) for the applicable waste streams.

Report Submission

Through the platform, the business declares the relevant SSED and reports the quantities of products placed on the market.

Verification

The SSED verifies the submitted information, and E.O.AN. approves the registration and assigns a Producer Registration Number (A.M.P.).

Registration Certificate

An E.M.P.A. Registration Certificate is issued, which is required for relevant commercial transactions and participation in public tenders.

Yes. Under the applicable legislation, importers and distributors that place imported products on the Greek market may also be considered producers.

Information is typically updated annually, including the submission of quantity reports and any updates concerning cooperation with the relevant SSED schemes.
